Justice: Prisons to step up anti-rape efforts

In U.S. prisons, 34 percent of gay and bisexual inmates are sexually assaulted by other inmates and staff, compared to just 3.5 percent of the heterosexual inmate population. Lesbians also report more staff rape, or 8 percent compared to 4 percent of heterosexual women. Obama's new anti-rape regulations, launched today, will help create a "zero tolerance" policy on sexual abuse in prisons. The new regulation follows Congress' landmark "Prison Rape Elimination Act," which was enacted in 2003.
